The North Central Texas Council of Governments Transportation Department is seeking an entry- or mid-level Planner in Air Quality Technical Planning and Analysis to provide assistance with the Transportation Department’s air quality technical planning and analysis activities. This posting is for the mid-level Transportation/Air Quality Planner II position. Applicants wishing to be considered for this position should apply online at https://mycogcareer.silkroad.com/. A successful candidate should have an interest in the technical analysis of air quality as it relates to transportation. This position will support efforts to conduct technical analyses including assistance with modeling for regional transportation conformity and multi-year emission inventories for State Implementation Plan development. Typical work will include supporting database development and maintenance, ensuring data accuracy, and remaining current on air-quality related legislation. Work is collaborative in nature, working not only within the NCTCOG team but also with external conformity partners, including the Environmental Protection Agency, Texas Commission on Environmental Quality, Texas Department of Transportation, Federal Highway Administration, and the Federal Transit Administration.

 

Responsibilities may include, but are not limited to, the following:

  • Conducting technical analyses including modeling analyses for regional transportation conformity analysis and multi-year emission inventory runs for State Implementation Plan development
  • Participating in data collection and analysis by gathering and integrating data from multiple sources
  • Compiling and maintaining databases and spreadsheets
  • Organizing and structuring data files
  • Ensuring accuracy of data
  • Interpreting, analyzing and manipulating data
  • Interpreting charts, maps, plots, and reports
  • Utilizing Geographic Information System (GIS) software
  • Developing presentations and providing them at technical committee and/or public meetings
  • Drafting memorandums, letters, documentation, progress reports, articles, executive summaries, and final reports
  • Providing customer service to partners and stakeholders
  • Updating website as needed
  • Interpreting/analyzing air quality-related rules and legislation
  • Supporting aspects of air quality model development including:
    • Developing and running input databases applicable to latest motor vehicle emission simulator model
    • Running air quality model and interpreting model results at the direction of higher-level staff
    • Performing emissions estimation and quantification
    • Performing sensitivity analyses on various parameters
  • Entering data

Required Experience

  • Bachelor’s degree in analytical, quantitative methods
  • At least one year of job-related experience
