Job Description:

The North Central Texas Council of Governments is a voluntary association of, by and for local governments, and was established to assist local governments in planning for common needs, cooperating for mutual benefit, and coordinating for sound regional development.  NCTCOG’s purpose is to strengthen both the individual and collective power of local governments and to help them recognize regional opportunities, eliminate unnecessary duplication, and make joint decisions.  NCTCOG is located in the Dallas/Fort Worth area.

The Department of Environment and Development is seeking a Senior Environment and Development Planner to serve as a lead project coordinator for multiple and complex projects in order to pursue a variety of goals to achieve sustainable environmental excellence in this region.  Assignments may include a variety of topics, including solid waste management; water resources planning for stormwater quality and quantity; public works coordination; and, urban and land-use planning and development related efforts that promote quality of life improvement. As a project manager, staff supervision may be required in addition to establishing project priorities and direction. This position will work under the general direction of the Senior Program Manager of Environment and Development Programs.

Responsibilities may include, but are not limited to, the following:

  • Overseeing project/program implementation and directing project team activities
  • Setting project/program direction and priorities through strategic planning
  • Conducting project research, planning, analysis, quantification, technical assistance, training, and compliance with grant requirements
  • Providing vendor/consultant oversight
  • Providing customer service to partners and stakeholders, including elected officials and staff of member governments
  • Providing education and outreach program support
  • Administering committees
  • Report and grant writing
  • Presenting ideas, recommendations, and results
  • Identifying and pursuing potential funding sources
  • Coordinating with federal, state, and local partners
  • Monitoring state and federal rulemaking and legislation
  • Developing and monitoring schedules of deliverables and project budgets
  • Assisting with work scopes, budget development, and identifying necessary program resources
  • Supervising and coaching staff

  • Previous supervisory/managerial experience, desired
  • Previous experience working in a local government desired, not required
  • AICP or other planning or environmental certifications desired, not required

Required Experience:

  • Work requires a Bachelor’s degree in a related field of study
  • Three years or more of job-related experience
