Brief Description

Develops, implements, coordinates and maintains emergency preparedness, response, recovery, and mitigation plans, procedures and programs by providing project management for emergency management accreditation program standards, developing and conducting internal and external exercises, functioning as planning chief during emergency activations and as an emergency management duty officer, and developing, analyzing and implementing policies, procedures, plans and programs addressing natural and man-made disasters.

Detailed Description

Updates plans, procedures, annexes and appendices for emergency preparedness, response, recovery and mitigation; and develops and maintains access and functional needs programs. Provides project management for Emergency Management Accreditation Program (EMAP) and assists with the development and implementation of standards, guidelines and resulting plans. Participates in the design, development and coordination of emergency planning, training and exercises; conducts internal and external exercises that address preparedness, response, recovery and mitigation strategies. Coordinates the activities of the advisory panel and associations; and as a liaison to municipal, county, state and federal emergency management officials; monitors information exchanges between agencies; and oversees media contacts/briefings. Coordinates and participates in planning activities with local, state and federal planning counsels, committees and municipalities. If designated, oversees the department in the absence of the Chief; directs and completes special projects, develops and maintains reporting and databases, assists with the development and implementation of grants and budgets and functions as an emergency management duty officer on a monthly rotating basis. Assist with hiring and training staff and evaluating performance. Performs other duties as assigned.

Job Requirements

Education, Experience and Training: Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Emergency Management, Planning, Business/Public Administration, or in a job related field of study. Four (4) years of professional work-related experience in emergency management, public administration, emergency response, or in a job-related field, to include professional planning experience. Minimum Qualifications: Emergency Management Officer – Preparedness, grade H: Education, Experience and Training: Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Emergency Management, Planning, Business/Public Administration, or in a job related field of study or equivalent job experience. Three (3) years of professional work-related experience in emergency management, public administration, emergency response, or in a job-related field, to include professional planning experience. ALL CANDIDATES: Special Requirements/Knowledge, Skills & Abilities: Certification from the Emergency Management Association of Texas (TEM) and/or the International Emergency Management Association as a Certified Emergency Manager (CEM) desired. A TEM and CEM certification will be required within four (4) years of employment. Requires knowledge of current County, State and Federal disaster preparedness ordinances, regulations and guidelines, and grant programs. Skilled in the use of standard software applications. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Must possess a valid Texas Driver’s License, with a good driving record. Physical/Environmental Requirements: Standard office environment. Must be available for 24-hour on-call duty. Must be able to visit various off-site locations.
