The Director of Area Agency on Aging/ADRC Services is responsible for the development, implementation, and expansion of a comprehensive plan for services to older persons, persons with disabilities and their caregivers. Performs advanced managerial work related to the Area Agency on Aging/ADRC Services, project development and grant management that includes initiatives to support communities in the region. Oversee research and data analysis to support grant funded programs and identify issues and potential funding. Works under limited direction with extensive latitude for use of initiative and independent judgement.
Essential Functions:
• Provide direction and general supervision to assigned staff, including assigning and
planning work and training; conducting performance reviews and advising on personnel
actions such has hiring and discipline.
• Develop and implement department budget, including monitoring and approving
expenditures; Preparing, negotiating, and administering grants and contracts for program
compliance. Review programs for expenditure approval.
• Oversee the daily functions of the Area Agency on Aging/Aging and Disability Resource
Center Department, as required by the state of Texas.
• Provide professional leadership by developing and/or amending the area comprehensive
plan for providing aging services throughout the eleven (11) county service area ensuring
services are delivered equitably.
• Develop and provide oversight of program policies, procedures, grants, contracts, and
interagency agreements to ensure they are in line with the expectations and goals of the
department, as well as meet regulatory requirements.
• Ensure the goals and tasks of the Area Agency on Aging/Aging and Disability Resource
Center are aligned with the other activities of the regional council.
• Identify new and continuing needs for the targeted population to ensure programming
meets the community needs.
• Monitor and evaluate programs to ensure requirements are met in areas of production,
quality, reporting, confidentiality, and compliance with federal, state and local regulations.
• Provide professional guidance to subcontractors/sub-recipients and other community
agencies, including identifying resources, meeting with boards and other funding sources,
preparing grant applications and contracts, and the planning and development of programs.
• Act as a representative of the regional council and makes presentations to governmental
entities, private organizations, and the general public on matters relating to aging and
disability services. May attend meetings and report on matters relating to aging and
disability services to the Coastal Bend Council of Governments.
• Maintain knowledge of current laws, regulations, assistance programs, and financing
methods for programs by researching new procedures and guidelines, attending workshops,
seminar, and related meetings. Provides updates to staff on changes regularly when
applicable.
• Coordinate with staff on public relations and marketing of programs. Serves on boards and
committees related to the aging and disability and acts as liaison between the regional
council and state and local government agencies. Plans public hearings and serves as the
agency representative at meetings, forums, open hearings, etc.
• Coordinate aging advisory committee activities and aging and disability steering
committee, including monthly meetings and review of funding applications for services.
• Develop training and technical assistance activities for staff, program participants,
contractors, and sub-recipients to ensure delivery of a comprehensive service system
• May be asked to perform additional duties as assigned.

Education and Experience:
• A bachelor’s degree from an accredited university in public administration, social science,
or a related field and a minimum of 5 years of progressively responsible experience in
administering programs, working with both state and federal agencies or,
• Any equivalent experience and training in a related field
License and/or Certifications:
• Valid Class C driver’s license at time of application is required. Must obtain a valid Texas
Class C driver’s license within 30 calendar days of employment.
