Help build economic development capacity in rural, economically distressed communities through the identification of weatherization assistance applicants needing basic home repairs in order to be eligible for weatherization services, and thus, improving the housing stock in communities looking to have economic resilience in the Alamo Area Council of Governments (AACOG) Region (San Antonio, TX and the Surrounding Counties).
This project will focus on the counties of the Alamo Economic Development District (EDD). The VISTA will have the opportunity to focus on the Weatherization Assistance Program (WAP) applicants identified as “ineligible” or “disqualified” for WAP funds throughout the Alamo EDD. The VISTA will research programs and agencies that can assist these identified applicants with making the basic repairs in order to qualify for WAP assistance, and then, route the applicants back to WAP. This will help area communities improve their housing stock and be more attractive to businesses looking to expand or establish operations in these areas. The overall goal is to build capacity in rural, economically distressed communities to alleviate poverty, reduce unemployment, and provide a better quality of life.
This project is sponsored by the Austin Regional Office (AURO) of the Economic Development Administration (EDA), and will be directly supervised by the Alamo EDD in San Antonio. The overall EDA Mission is “to lead the federal economic development agenda by promoting innovation and competiveness, preparing American regions for growth and success in the worldwide economy.”
The VISTA will work directly with WAP staff and the Regional Services Director (economic development staff) in gathering information about applicants and additional funding sources. Over the course of the service, the VISTA will partner with the agencies and foundations to serve the identified applicants. The VISTA will provide weekly reports regarding the progress and track the improvement in housing stock, as well as the retention of jobs and businesses in the area. The VISTA will provide Alamo EDD with a database and tools to continue to enhance the area housing stock in order to retain and attract jobs to the area that will improve quality of life.
