The Ark-Tex Council of Governments (ATCOG) is now accepting applications for Transportation Manager, Announcement #1808. This is a full-time position located in the Texarkana, Texas, office. Salary falls within Grade 11, DOE. This position is responsible for providing management in the development and implementation of programs and activities in the areas of rural and urban public transportation administration, operations and maintenance. The position supervises program staff and develops and implements the program budget.

EDUCATION/TRAINING/EXPERIENCE: Bachelor’s degree in planning, business administration or public administration, plus five years of experience with a significant emphasis on local government or community development and rural public transportation; OR High School Diploma or equivalent, plus seven years experience working with regional, community, or transportation programs; OR experience in any highly regulated industry with fleet or logistics management and high level of customer or public interaction; OR any combination of education and experience that provides the required knowledge, skills, and abilities. Experience supervising staff required.
Knowledge of government organization and administration and local government management. Knowledge and extensive training in rural public transportation programs in areas of operations and administration.
Skill/Ability Ability to manage employees and program activities and interface with local elected officials and the general public. Ability to think creatively and to express ideas clearly, concisely, and effectively in writing and orally. Must demonstrate proficiency in the use of personal computers and general office machinery. Ability to see, hear, reach, stoop, bend, and lift and carry up to 30 pounds required. Must be able to perform the essential functions of the position with or without reasonable accommodation. Additional Requirement: must possess a valid motor vehicle operator’s license subject to an approved motor vehicle report and reliable transportation with valid proof of insurance for extensive travel. Must obtain Community Transportation Manager Certification, Transportation Program Safety Review Certification, and Drug and Alcohol Administrators Certification.
