H-GAC Overview

Serving more than 7 million people in our region, the Houston-Galveston Area Council is the cornerstone to address issues that cross city limits and county lines every day. H-GAC is made up of 13 county governments, 107 cities, and 11 school districts. As a Senior Transportation Planner, you will participate in the development of long- and short-range capital investment plans and programs. You will assist with development and updates to the Transportation Improvement Program (TIP). In this role you will evaluate transportation projects to understand benefits and costs to assist with project recommendations. You will oversee additional financial aspects such as identifying various methods of cost reduction as well as managing contracts with H-GAC contractors/consultants. You will have the opportunity to participate in project teams, steering committee meetings, City Council and Commissioners Court workshops in order to present study plans and goals, desired outcomes, community benefits, key findings and recommendations and other project information. The ideal candidate will also have experience navigating complex regulatory and reporting requirements, preparing and monitoring achievement of performance targets, managing development of cost-benefit and economic impact analyses and successfully securing non-traditional funding sources (federal discretionary grants, public-private partnerships, etc.).

Bachelor’s degree required with emphasis in Transportation, Urban or Regional Planning, Civil Engineering, Economics or related field.

Applicable experience may substitute for education

Five (5) years’ work experience with a public or private planning agency or other organization responsible for the development or implementation of capital investment programs and projects. Master’s Degree may substitute for two years of work experience.

Strong knowledge of State and Federal transportation planning regulations and guidance required

Knowledge of public agency administration to include budget development, contract management and administration

Two (2) years, employee management or work assignment and delegation experience

Preferred Qualifications Include:

Master’s Degree in Public Administration, Transportation, Urban or Regional Planning, Geography, Civil Engineering or Economics.

Eight (8) years’ experience in transportation planning, project development, and project and plan implementation.

Demonstrated experience navigating federal and state environmental, transportation planning, and related regulations.

Proficiency in Microsoft Office applications, databases and word processing software.
