Job Description: The Public Employee Benefits Cooperative of North Texas (PEBC), housed at North Central Texas Council of Governments (NCTCOG) located in Arlington, TX, is seeking an Executive Director. The PEBC provides many services to its five North Texas participating governmental employer groups including management and administration of employee health benefits. Responsibilities include development, negotiation, monitoring and compliance of health, life, dental, Section 125 and related benefits for active employees, retirees, COBRA beneficiaries and enrolled dependents. The position requires use of initiative and independent judgement in developing and carrying out programs, and must seek ways to innovate, deliver and manage PEBC programs as well as recommend options and implement decisions of the PEBC Board of Governors.
The Executive Director exercises active leadership and performs many of the tasks to maintain and administer PEBC benefit programs, including communications and improvement of operations. The Executive Director serves as the subject matter expert in many areas of expertise and demonstrates that expertise in a variety of employee benefits concepts, practices, and procedures.
The PEBC uses a common, unified employee benefits philosophy and the Executive Director ensures balanced participant group access to PEBC services and resources. The position directs and manages the PEBC centralized approach with vendors, business associates and colleagues and develops strategies and solutions in a complex and frequently changing environment. The group is not a risk pool, but the membership moves as a block.
Required Experience: Requires ten years of broad, diversified management experience with managed healthcare plans including benefits design and management of both self-funded and fully-insured plans. Knowledge is normally acquired through four years of college resulting in a Bachelor’s degree, with major coursework in business, finance, communications, public administration, insurance or a related field. Prefer Master’s Degree.
