Job Description:
The Public Employee Benefits Cooperative of North Texas (PEBC), housed at North Central Texas Council of Governments,  is seeking a Plan Specialist to join the team. The purpose of this position is to assist with the administration of the PEBC multi-employer group health benefits plan. This position will interact with multiple vendors and coordinate the transfer of information from the employer groups to Third-Party vendors.  The position will complete the following tasks:

  • Identify, audit, reconcile and research financial, processes  from the employee, employers and administrator’s perspective
  • Reconcile medical, dental, vision, and flexible spending plan enrollment and administrative fees
  • Ensure compliance with all federal programs such as HIPAA, COBRA, and FMLA
  • Answer questions regarding benefit eligibility, coverage, and claims procedures in a method to ensure quick, equitable resolution
  • Assist in developing and preparing reports, plan documents, letters, and spreadsheets
  • Review vendor invoices, resolving disputes, and reporting on fees and costs
  • Calculate and submit requests for various insurance vendor payments
  • Track statistical information and creates ad hoc reports to assist with projections
  • May serve as a backup for Senior Benefit Plan Specialists
Required Skills
  • Knowledge of all areas of benefits administration, including but not limited to retirement, health and welfare
  • Expertise and working knowledge in FMLA, HMLA, HIPPA, and other federal and state regulations applicable to self-funded health plans
  • Proficient in intermediate to advanced-level computer skills, including Microsoft Office applications including (Excel, Word, Access, PowerPoint)
  • Possess effective planning, time management, and organizational skills to manage multiple, competing deadlines and projects
  • Possess strong business presentation and communication skills, including active listening, writing, and speaking in small and large audiences
  • Possess analytical skills and work experience in problem solving, quantitative and qualitative analysis, project management, and continuous improvement methodologies
  • Ability to gain clients’ confidence, trust and respect through effective interpersonal skills
  • Ability to maintain high degree of confidentiality and professionalism
  • Ability to remain flexible and adaptable in a rapid and changing environment
  • Professional level of confidentiality in handling employee information
Required Experience
Three to five years of experience in a Human Resources related field AND Bachelor’s degree in Human Resources, Business Administration, Accounting or a related field preferred.
