SUMMARY OF POSITION

Manages a variety of general office activities by performing listed duties. Responsible for all Transit Financial functions including budget and grant monitoring to ensure compliance with FTA, DOT, and internal audits. Perform functions designed to provide guidance, improve CVTD productivity, provide support and/or oversight to CVTD Administration, provide training sessions, schedule and make daily work assignments, perform administrative tasks and ensure CVTD’s objectives and missions are met.

Essential Duties and Responsibilities

Prepare billing for CVTD

Prepare and manage budgets and invoicing process

Oversee procurement, approve POs

Write cash receipts

Prepare monthly reimbursement requests

Monthly Financial Statement

Balance Sheet Reconciliations

Grant management

Analyze and organize office operations and procedures such as bookkeeping, information management, filing systems, requisition of supplies, and other clerical services

Maximize office productivity through proficient use of appropriate software applications

Research and develop resources that create a timely and efficient workflow.

Establish uniform correspondence procedures and style practices

Formulate procedures for systematic retention, protection, retrieval, transfer, and disposal of records

Plans office layout, develops office budget and initiates cost reduction programs

Reviews clerical records to ensure completeness, accuracy, and timeliness

Prepares activities reports for guidance of management

Coordinates activities of various clerical departments of workers within department

Maintains contact with customers and outside vendors

Support management as needed

Keep vendor relationships

Other miscellaneous tasks required by program, General Manager and or Executive Director

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of generally accepted accounting principles and procedures affecting the maintenance of budgets, grants and accounting records and proprietary accounting systems.

Knowledge of excel and word with a high level of proficiency.

Availability to perform duties on weekends and most holidays due to the need to transport clients needing essential lifesaving medical treatments.

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations.

Ability to write reports, business correspondences and procedure manuals.

Ability to effectively present information and respond to questions from groups, managers, clients, customers, and the general public.

Ability to calculate figures and amounts related to status budget balances and expenditure projections throughout the fiscal year.

ACCEPTABLE EXPERIENCE AND TRAINING                                                          

Bachelor’s Degree from four-year accredited college OR

Two years related training or experience OR

Equivalent combination of education and experience

PHYSICAL DEMANDS

Ability to comfortably lift 50lbs.

Capability of sitting and or standing for long periods of time.

Occasional requirement to stand, walk, climb, or balance and stoop, kneel, crouch, or crawl.

Must possess competency to speak and be understood, as well as hear and comprehend dialogue between individual and another party or individual and multiple parties.

Capacity to use hands to fingers and feel.

WORK ENVIRONMENT

This position may require travel at times, therefore the work environment is subject to change and can and will include, but is not limited to the following scenarios: an office setting, travel in either a personally owned vehicle (POV), or Concho Valley Council of Governments previously approved rental vehicle.
